TERMS OF REFERENCE FOR MHPSS  
                                         “Group Psychosocial Recreational Activities for Gaza Strip Under War 
                                                                                        Conditions”

United Palestinian Appeal, Inc. (UPA), a 501(c) (3) New York-registered non-profit organization, 
with headquarters in Washington, DC. Established in 1978 by Palestinian-American 
professionals, UPA was conceived as a non-political, non-sectarian organization that would help 
Palestinians meet their relief and development needs.  

The Unified Palestinian Appeal (UPA) is seeking qualified teams to implement trauma-informed 
group activation and recreational activities for children in Gaza amid the ongoing conflict. The 
initiative integrates Mental Health and Psychosocial Support (MHPSS), Psychological First Aid 
(PFA), and community resilience strategies through structured play and emotional expression. Its 
goals are to alleviate acute stress and trauma, strengthen coping skills through psychological 
education and peer support, reintroduce a sense of normalcy via interactive engagement, and 
offer physical stress relief through movement-based sessions. Each activity is designed to reach 
at least 125 children and includes the involvement of parents and women to foster broader 
community healing. 

Therefore, UPA would like to invite eligible, qualified and registered organizations/ freelancers 
who work in this field and have prior experience to participate in this tender. 

Interested qualified organizations and or freelancers should review the full Terms of Reference 
(ToR) for this training and are invited to receive the ToR document by sending an email to

starting from 23 June 2025.

         team, including references and examples of similar projects. -
